Director General, Doordarshan (National Television) January, 2002- Sept. 2003.
Additional Secretary & Financial Adviser, Ministry of Steel 2003- 2004.
Director General, National AIDS Control Organization (NACO), 2004-2005.
Secretary, Ministry of Youth Affairs and Sports Government of India, 2005- 2006.
Election Commissioner of India, June 2006- July 2010.
Chief Election Commissioner of India, July 2010- June 2012.
He founded the India International Institute of Democracy and Election Management.
He has been a Member of the Board of Advisors of International IDEA (Institute of Democracy and Electoral Assistance) Stockholm since December 2012.
He was also a Member of the Advisory Committee to assist and advise the Global Commission on Elections, Democracy and Security, Headed by Mr. Kofi Annan (Former UN Secretary General) (2010-12).
Observer of elections in Russia and South Africa. Also in Kenya as a member of Commonwealth Observers Group (Feb-Mar 2013), Azerbaijan (Oct, 2013) and Mozambique (Oct 2014).

Nehru Fellow- Award from Nehru Children's Museum, Kolkata.

Honorary Fellow, National Indian Students and Alumni Union (NISAU), UK (May 2016).
